About RPSC 2nd Grade
The Rajasthan Public Service Commission has an unprecedented history. In the year 1923, the Lee Commission had recommended the establishment of a Union Public Service Commission in India, but this commission did not consider the establishment of Public Service Commissions in the provinces. The provincial governments were free to make appointments and make state service rules as per their requirement. At the time of formation of Rajasthan state, out of total 22 provinces only 3 provinces Jaipur, Jodhpur and Bikaner had Public Service Commission.
After the unification of the princely states, the Rajasthan Public Service Commission Ordinance, 1949 came into force as per the publication dated 20th August, 1949 in the Rajasthan Gazette. According to Section 1(3) of the Ordinance, the said Ordinance has been told to come into effect on the date on which the notification regarding the appointment will be published in the Gazette and Section 1(3) of the Rajasthan Public Service Commission Ordinance in the Gazette on December 22, 1949 ) the notification was published in the gazette. Therefore, it is clear that the Rajasthan Public Service Commission came into existence on 22 December 1949, that is, the Rajasthan Public Service Commission was established on 22 December 1949.
In the initial phase, the commission had a chairman and two members. The then Chief Justice of Rajasthan, Sir S. Of. Ghosh was appointed chairman. After that Mr. Devishankar Tiwari and Mr. N. R. Chandorkar as members and former member of Union Public Service Commission Shri S. C. Tripathi, I.A. s. was appointed as the Chairman. In the year 1951, for the purpose of regularizing the functions of the Commission, the following regulations were passed by the Raj Pramukh as per the Constitution of India-

2. Rajasthan Public Service Commission Limitation of Functions Rules, 1951
Due to the important functions performed by the Public Service Commissions and their fair functioning, they have an important place in the Indian Constitution. Article numbers 16, 234, 315 to 323 are specifically related to the work and jurisdiction of the Public Service Commissions. The functioning of the Rajasthan Public Service Commission is governed by the Rajasthan Public Service Commission Rules and Regulations, 1963 and the Rajasthan Public Service Commission (Validation of Regulations and Procedures Ordinance, 1975 and Act 1976).
